Footnotes
-
5.497 The use of the band 13.25-13.4 GHz by the aeronautical radionavigation service is limited to Doppler navigation aids.
-
5.498A The Earth exploration-satellite (active) and space research (active) services operating in the band 13.25 13.4 GHz shall not cause harmful interference to, or constrain the use and development of, the aeronautical radionavigation service. (WRC-97)
-
5.499 Additional allocation: in Bangladesh and India, the band 13.25-14 GHz is also allocated to the fixed service on a primary basis. In Pakistan, the band 13.25-13.75 GHz is allocated to the fixed service on a primary basis. (WRC 12)

Possible new FSS allocations, 2015 World Radiocommunication Conference (WRC-15) Agenda Item 1.6
Proposed Use
10–17 GHz Agenda Item 1.6.1 (Region 1)
13–17 GHz Agenda Item 1.6.2 (Regions 2 & 3)
1.6 to consider possible additional primary allocations:
1.6.1 to the fixed-satellite service (Earth-to-space and space-to Earth) of 250 MHz in the range between 10 GHz and 17 GHz in Region 1
1.6.2 to the fixed-satellite service (Earth-to-space) of 250 MHz in Region 2 and 300 MHz in Region 3 within the range 13-17 GHz;
and review the regulatory provisions on the current allocations to the fixed-satellite service within each range, taking into account the results of ITU-R studies, in accordance with Resolutions COM6/4 (WRC-12) and COM6/5 (WRC-12), respectively

Airborne Doppler Radar Navigation Equipment
Current Use
13.25–13.4 GHz Airborne Doppler Radar Navigation Equipment
According to the U.S. National Telecommunications and Information Administration:
Airborne Doppler navigation systems are installed in aircraft (helicopters, as well as certain airplanes) and used for specialized applications such as continuous determination of ground speed and drift angle information of an aircraft with respect to the ground. The Radio Technical Commission for Aeronautics has developed a minimum operational performance standard for this equipment "DO-158 – Airborne Doppler Radar Navigation Equipment."
