5.532AA The allocation to the fixed service in the frequency band 24.25-25.25 GHz is identified for use in Region 2 by high-altitude platform stations (HAPS). This identification does not preclude the use of this frequency band by other fixed-service applications or by other services to which this frequency band is allocated on a co-primary basis, and does not establish priority in the Radio Regulations. Such use of the fixed-service allocation by HAPS is limited to the HAPS-to-ground direction and shall be in accordance with the provisions of Resolution 166 (WRC 19). (WRC 19)

5.535 In the band 24.75-25.25 GHz, feeder links to stations of the broadcasting-satellite service shall have priority over other uses in the fixed-satellite service (Earth-to-space). Such other uses shall protect and shall not claim protection from existing and future operating feeder-link networks to such broadcasting satellite stations.

NG65 In the bands 24.75-25.25 GHz, 47.2-48.2 GHz, and 50.4-51.4 GHz, stations in the fixed and mobile services may not claim protection from individually licensed earth stations authorized pursuant to 47 CFR 25.136. However, nothing in this footnote shall limit the right of Upper Microwave Flexible Use Service licensees to operate in conformance with the technical rules contained in 47 CFR part 30. The Commission reserves the right to monitor developments and to undertake further action concerning interference between Upper Microwave Flexible Use Service and Fixed-Satellite Service, including aggregate interference to satellite receivers, if appropriate.

Unlicensed Level Probing Radars

The FCC has released a Notice of Proposed Rule Making that would allow downward-pointing, unlicensed level probing radars, for use both in tanks and outdoors, at 5.925-7.250, 24.05-29, and 75-85 GHz.
Proposed EIRP boresight emissions limits are:
5.925-7.250 GHz: -33 dBm/MHz average and +7 dBm across 50 MHz.
24.05-29 GHz: -14 dBm/MHz average and +26 dBm across 50 MHz
75-85 GHz: -3 dBm/MHz average and +34 dBm across 50 MHz
Proposed average emissions limits to the sides and upward are:
5.925-7.250 GHz: -55 dBm/MHz
24.05-29 GHz: -41.3 dBm/MHz
75-85 GHz: -41.3 dBm/MHz

Airport Body Scanners
Current Use
24.25–30 GHz Airport body scanners
Under an FCC waiver (link below) issued to SafeView, Inc., since acquired by L-3 Security & Detection Systems, full-body airport scanners can use repeated sweeps over the range 24.25-30 GHz to detect objects hidden underneath clothes. These units are referred to as millimeter wave scanners by the U.S. Transportation Security Administration (TSA), but don't actually operate in the millimeter wave band (30-300 GHz).
Quoting from the FCC waiver: "The SafeView SafeScout imaging device is a security portal that uses imaging technology to detect weapons or contraband carried on an individual’s person, including non-metallic objects or explosives, which might otherwise require intrusive manual searches or be missed entirely by existing metal detectors. A person to be scanned by the SafeView device steps briefly into a transparent, upright cylinder seven feet high by four feet in diameter. Two vertical antenna masts rotate around the person over a 2-second interval. Each antenna element in turn sweeps from 24.25 to 30 GHz, operating for approximately six microseconds per sweep. The device measures reflections of the radio signals from the subject and calculates an image that shows hidden objects."

25.05–25.25 GHz 24 GHz Service
According to the FCC:
The 24 GHz Market Area service was formerly known as Digital Electronic Message Service (DEMS). In March of 1997 the Commission adopted rules amending its Table of Frequency Allocations and Part 101 of its rules regarding Fixed Microwave Services to permit Fixed Service use of the 24.25 – 24.45 GHz and 25.05 – 25.25 GHz band ("24 GHZ band"). This change facilitated the relocation of DEMS from the 18.82 – 18.92 GHz and 19.16 – 19.26 GHz ("18 GHz band") to the 24 GHz band. DEMS under the Order was renamed the "24 GHz Service" and broadly defined as a radio communications service that may encompass any digital fixed service. The 24 GHz Service consists of licenses in 172 Economic Areas (EAs) as defined by the Department of Commerce and four FCC defined EA-like areas.
Each EA will accommodate five licenses, with each license consisting of a pair of 40 megahertz channels(a total of 80 MHz). The licensees are permitted to partition and/or disaggregate their licenses. Licenses are issued for a 10 year term. Demonstration that licensees are providing substantial service is required for renewal of licenses.
The FCC auctioned 880 24 GHz licenses during Auction 56, held on 7/28/2004.
The FCC requires most wireless telecommunications services licensees 1) to construct their authorized system or meet specific coverage requirements within a given time period and 2) to notify the Commission that the requirement has been met. This time period varies depending on the radio service in which the license is held.
